Special Containment Procedures: Quantities of SCP-XXXX are known to be outside containment; complete eradication of uncontained SCP-XXXX has been deemed highly unlikely. SCP-XXXX can be neutralized by exposure to gamma radiation. Items contaminated by SCP-XXXX need no longer be retained due to current Foundation stockpiles of SCP-XXXX; neutralization is permitted. Samples or items contaminated by SCP-XXXX are not to be transported by aircraft.

Samples of SCP-XXXX are to be stored in quantities no greater than 50 mL. Samples are to be hermetically sealed. Computer-monitored x-ray scanners are to monitor all samples in storage and alert staff if self-replication of SCP-XXXX is observed.

Except during authorized experiments occurring in Level 4 Hazardous Material Environments, samples of SCP-XXXX are not to be exposed to:

  • Aliphatic polyamides.
  • Polyesters.
  • Atmospheric pressure lower than 20 kPa.

Mobile Task Force Alpha-5 ("Sniffer Dogs") is assigned to respond to SCP-XXXX contamination.

All reasonable efforts are to be made to prevent as-yet uncontained quantities of SCP-XXXX in excess of 100 mL from encountering atmospheric pressure lower than 20 kPa. As SCP-XXXX presents a danger predominantly to air traffic, efforts are to be made to include SCP-XXXX in standard airport security measures, including the use of trace-detection portal machines for the screening of persons and cargo, and the training of the general population to not leave baggage unattended. Unaffiliated law enforcement personnel charged with airport security are to be briefed about the dangers of SCP-XXXX under a suitable cover story (see Document XXXX-CS-1). Unattended baggage is to be tested for SCP-XXXX contamination, and confiscated for containment and decontamination if necessary.

Description: SCP-XXXX is an odorless, tasteless, invisible, and inorganic chemical capable of self-replication and limited autonomous action. SCP-XXXX is not nanotechnology in the traditional sense, and Foundation attempts to recreate SCP-XXXX by synthesizing its chemical structure in controlled laboratory environments have proven unsuccessful. (For a complete chemical analysis of SCP-XXXX, see document XXXX-A.) SCP-XXXX can be detected with standard trace-detection portal machines or exposure to x-rays.

SCP-XXXX is believed to be inert except under the following circumstances:

  • If a quantity of SCP-XXXX in excess of 0.0002 mL is exposed to materials composed of greater than 20% aliphatic polyamides (such as nylon) or polyesters for a period of at least 100 seconds, during which no human is closer than one meter from the material, and the material does not fall within the vision span1 of a human standing within three meters of the luggage, the SCP-XXXX will affix itself to the material and begin exponential spontaneous replication. Video surveillance is incapable for preventing this occurrence. Self-replication will continue until either the conditions precluding self-replications resume, or the continuous quantity of SCP-XXXX is greater than 125 mL.
  • If a quantity of SCP-XXXX in excess of 100 mL is exposed to atmospheric pressure lower than 20 kPa, it will move towards the nearest electrical system with the highest wattage. Once it comes into contact with such a system, it will disrupt that system in unpredictable and catastrophic ways.

SCP-XXXX was developed under the codename "ЛИВЕНЬ" ("CLOUDBURST") by the Thirteenth Chief Directorate of the KGB in 1982. Intended for use in Soviet-sponsored terrorism against the West, KGB-backed terrorists could sneak trace quantities of SCP-XXXX through airport security and contaminate unattended luggage. When the airplane carrying the contaminated luggage reached altitude, the SCP-XXXX would move to the aircraft's electrical system, causing unpredictable malfunctions in the avionics - likely crashing the plane. KGB records indicate three successful tests on aircraft under controlled circumstances. ЛИВЕНЬ was shelved in 1984, having never been deployed in the field or distributed to other parties. The Foundation became aware of SCP-XXXX's existence in 1987, but did not acquire any samples thereof until it bought the entirety of the Thirteenth Chief Directorate's stockpile from the Russian government in 1991. Unfortunately, approximately 0.5 liters of SCP-XXXX on record could not be accounted for at the date of the purchase; Foundation intelligence and the Russian government believe the missing material to have been stolen for sale on the black market. Since then, 0.67 liters of SCP-XXXX have been recovered by the Foundation from twenty-two locations in nine separate countries. The quantity remaining outside containment at this time is unknown.
